MINUTES OF A COUNCIL MEETING TO BE HELD ON TUESDAY 28th NOVEMBER 2022 AT 7.30PM PM VIA ELECTRONIC MEDIA AND AT THE VILLAGE HALL.

1 Report of the County Councillor.

The Cattle grid is to be fixed this week. Good news for Llangynidr. JC would like to hear of any problems.

The late afternoon bus will start after Christmas!

Beaufort Estate is consulting again on their woodland initiative. There will be a decision from NRW in July 24.

Councillor's Surgery will take place on the 16th December at the village hall 10-12.

The safety awareness session will take place on the 27th February, 4pm at the village hall. Please share details of the event with horse riders, school.

Crickhowell Volunteer Bureau are requesting substantial funding from the 5 councils. The Bureau runs the prescription delivery service, a hospital travel service and a friendship service amongst other things.

The street sweeper has visited Mardy lane and cleared the leaves this week.

The recycling bin for clothes has been removed.

The request for the bus to drop CHS students off in the car park (not the school car park or the village hall car park) has been confused.

Village Conversation 2pm to 4pm invite residents. There will be 2 facilitators. Llangynidr Guides will be present.

The Guides have requested to present to the Community Council.

Powys primary schools are collecting batteries in specially designed boxes, prizes are available for the most avid school collectors.

There are 3 new community Councillors in the area, 2 for Crickhowell, Cwmdu and Tretower and one for Talybont.

There is a temporary closure of the Brecon recycling centre.

The GR post box at Dyffryn Crawnon has been removed by Royal Mail. Residents are trying to find out why.

Speedwatch and Go Safe Officer, a former police officer, is concerned at the degree to which the new 20mph limit is not complied with. There will be assessments now over the next few weeks which will enable speed watch sessions to take place. Only 2 volunteers are now needed for speed watch sessions. 27/1/24 is the date for enforcement to begin.

The speed on Beaufort Road is very bad. The Go-safe officer checked and found that the speed of vehicles was very similar to that recorded by the speed strips, Drivers are driving to the speed limit not the driving conditions.

The bank reconciliation was resolved and the spending forecast for the end of December (the time of the next precept instalment of £7333) was £4949.20. The budget for the public toilets was too low at £4200 resulting in the cost centre being over budget by the sum of £1369.60. by the end of the year To be reviewed in January 2024.

The Community Council requires evidence to support the request for financial support. Clerk to relay this to the campaign.

11 Community Council and County Councillor Village Conversation 13/1/24.

The subject of the conversation will be volunteering.. It will be held at the Village Hall on Saturday 13/1/2024.

12 Green man traffic plan update and next steps.

Clerk to ask for a face-to-face meeting with the person in charge of the Green Man traffic. It was felt that Llangattock should also be represented and County Councillor Jackie Charlton. Council stressed that the event is not over in 4 days but 2 weeks with the egress of the lorries.

 

13 The Llangynidr Veggies response to the Community Garden idea and next steps.

14 Five Councils' liaison panel hosting for the New year?

Clerk to offer 17th, 23rd,24th and 25th of January to the 5 Councils to find the best date.

15 Asbestos investigations at the public toilets (see item 19).

 

16 Riverbank addition approval to apply for title.

17 Book swap project for the bus shelter progress.

The painting has started and bookcases acquired. The project continues.

 

18 Volunteer group needed for bracken clearing project on verges.

GT and DM have offered to clear the bracken in the verges coming in to the village

19 RAAC investigations at the public toilets for Welsh Government the building needs inspecting by a structural engineer (item 15 also), possible cost £1000.

The cost of the surveyor is less that anticipated. There should be a report by the time of the next meeting (January 30th 2024)

20 Persondy Field millennium hedge quote.

21 Confirmation of the community response to the car parking review.

22 Llangattock Green Valleys needs letters of support for a grant application.

A community-minded person has managed to fix the 2 gates.

The mail box has been removed by Royal Mail much to the distress of the residents in Dyffryn Crawnon. It is known that there is a Royal Mail scheme to pick up parcels and letters from the home.
