MINUTES OF A COUNCIL MEETING
TUESDAY 24th FEBRUARY 2026 AT 7PM IN THE VILLAGE HALL

Llangynidr County Councillor Report – February 2026
1. County Councillor Surgery - The Llangynidr County Council surgery is going to go to a new day and will be more frequent. Next Surgery with the Clerk and Chair of the Community Council in the Village Hall at 11.00 to 1.00 pm on Monday 2nd March. 2. Livestock Deaths and Speeding on Common Land - Awaiting a response from the Police after January's meeting with MP and MS. I contacted Highways about the white line and cats’ eyes, which will be inspected soon. The Highways Manager is seeking a contractor to address the urgent white line issue due to a lack of an appropriate vehicle.
3. Progress on Dyffryn Crawnon Landslide and Drainage Works - The majority of the work related to the landslide has now been completed. The Highways Manager is currently reviewing the status of any remaining tasks in the area. It is understood that the ditching work has been finished. Additionally, resurfacing is planned and further updates to be provided in due course.
4. Bridge - Drainage issues at the bridge are being addressed, and inspections have already been carried out. It was reported that the yellow warning strips on the stanchions of the bridge pillars are peeling off and will need to be replaced. The reason for their rapid deterioration is unclear. New strips have been ordered.
5. Other Highways issues - An ongoing area of concern remains the blocked drain along the section by the bus stop situated opposite the Village Hall. As highlighted in previous updates, several site visits have taken place to determine the precise nature and location of the problem. However, it is clear that further, more detailed inspection is required before the issue can be fully understood and resolved. There is optimism that a solution will be found soon. In addition, I have raised the matter of the B4558 road condition with Highways. The road surface is in a poor state, and the white lines along each side of the carriageway have significantly faded or are no longer visible. Given that much of this narrow road does not have a central white line, the visibility of the edge lines is particularly important for road safety. The Highways Manager has agreed to drive the entire length of the B4558 to assess its current condition. Furthermore, I have requested that leaf clearance be carried out, as it appears this essential maintenance has not been undertaken recently.
6. Powys Budget 2026/27 - The Full Council Meeting will be held on 26th February to recommend the budget and ask the full membership to vote on whether they approve the 2026/2027 budget for Powys. The 2026/27 Budget has been published and will be discussed by the Cabinet on Tuesday 20th January, so you will be able to see the decision on that day. 7. Household Recycling Route Optimisation - Every household across Powys has now received a booklet and letter explaining recycling and changes in recycling, green bin and black bin collection. You can check out your collection online by going to this link Bin collection day - Powys County Council but here is a screenshot of what is on the website:-

8. The booklet has some useful information to help you recycle as much of your household waste as possible also has some useful frequently asked questions as well.
9. Sustainable Powys - Llangynidr Community Council has actively supported Sustainable Powys, attending all events. The upcoming event in Brecon will focus on the Pride in Place Fund, aimed at town councils like Crickhowell. It's important for Llangynidr to share any concerns, thoughts or ideas about how smaller villages can be engaged and considered in funding decisions. There will also be updates on major events coming to Powys in 2027, including the Tour De France, which will reach north of Brecon. Input is welcome to help ensure these events leave a lasting community and social legacy.
The Chair thanked County Councillor Jackie Charlton for submitting her report for consideration by the Councillors ahead of the meeting.
Cllr Gareth Woodcock raised the following queries: Please could the potholes be filled in on the junction turning onto Dyffryn Road? Would it be possible to send the road sweeper to Llangynidr? As the last noted road sweep took place in Sept 2024.
Cllr David Mantle raised a concern for motorists as a part of the road verge is crumbling on the B4560 Mountain Road.
County Councillor Jackie Charlton noted each of the points raised and re-iterated the Highways issues can be reported on the Powys website, drawing particular attention to using whats3words and or photographs are very useful to pinpoint problem areas. It was noted the Mountain road is regularly inspected however concerns would be raised with the Highways team.
The Chair raised a question on how best the Llangynidr Community Litter Pickers could get involved with the Wales Tidy taking place between March 13th and 29th. It was noted on how well the Community regularly take care of any litter that appears around the village.

8. Planning Applications:
26/24381/FUL – 21 Clos Castell – Proposed two storey extension and loft conversion. No objection
24/22639/FUL - Land Between Monmouthshire & Brecon Canal and B4558, East of Llangynidr - “Proposed polytunnel and storage container with solar array, new vehicular access and parking area for community group use”. No Objection
26/24358/CPL – Llangynidr Village Hall – Proposed use for alterations to existing layout. No Objection.
Cllr Janine Sharpless and Cllr Beth Carpenter provided an up-date on the village hall plans and how the match funding is progressing. A great response has been received from the GoFundMe page so far and thanks paid to the residents who have been supporting it.
9. 3-year contract renewal is due for a caretaker for the public conveniences. Advert for approval – Approved
10. Young Persons Award: Application/s received for consideration. Two applications received for considerations. Both applicants are currently studying in Ebbw Vale College, one applicant seeking support with transport costs and one seeking support for additional music lessons. The Councillors unanimously agreed that both applicants are worthy of the award with Cllr Gene Taylor suggesting an equal sum of monies be awarded in support of each applicant. Unanimously agreed with a sum of £150.00 each. Clerk to write to each applicant.
11. TWM up-date: Claim being assessed by ARAG Law on success rate, in addition to research being carried out by a local resident, who is a retired lawyer. Clerk confirmed all the recent findings have now been submitted to ARAG Law. Note of thanks from the Councillors for the work that has been carried out by a local resident in support of the claim.
12. Defibrillator : Has been gratefully received from the Llangynidr Community Wellbeing Group and has been installed in the telephone box at the Wern in the Dyffryn Crawnon. The Chair paid thanks to County Councillor Jackie Charlton for supporting the project with the funding from Powys. As soon as the corrected pads have been received via the Crickhowell Volunteer Bureau, the residents will be informed and training plans will be implemented.
13. Letter of engagement to appoint the Internal Auditor – Approved to contact Catherine Williams.
14. Over 60’s Community Lunch: Soup and bingo luncheon held on Tuesday 27th January was a great success. Next lunch planned for Tuesday 17th March from 12.20pm, this will be a ploughman’s lunch and pudding. The WI will be coming along to sing a few songs and on this occasion any donations gratefully received will be in support of the Village Hall funding.
15. Litter Picks dates to be agreed : Noted the Spring Clean Cymru 2026 is due to take place from 13th to 29th March. The Chair to liaise with Llangattock Litter Pickers with the possibility of having a joint event.
16. Any other business (for information only)
o Five Councils letter received on the Post 16 Education at Crickhowell High School.
o The plot at Erw Bant has been re-advertised on the Rightmove website.
